The filing every landlord must make
Since Local Law 69, NYC landlords have been required to file an annual bedbug report with HPD covering every building they own: how many units had bedbugs that year, how many were treated, and how many had them come back. The filings are public, by address. The current records hold 232,083 of them — and 6,141 report at least one infested unit, with 811 reporting re-infestation after treatment.
How to read a filing
Three numbers matter. Infested — units that had bedbugs in the filing year. Treated (eradicated) — units where treatment resolved it. Re-infested — units where they came back after treatment, which is the number to weight most: re-infestation usually means the building-level problem outlived the unit-level fix. A building reporting infestations with full eradication and no recurrence handled it. A building reporting re-infestations is still in the fight.
Why an old filing still matters
A filing from two years ago isn't ancient history — bedbug elimination in multi-unit buildings is genuinely hard, infestations travel between units, and a building that's been through it recently has either proven its response works (eradicated, no recurrence) or shown you the opposite. The filing history is the closest thing to a track record this problem has.
What you're told as a new tenant
Landlords must disclose the building's bedbug history to incoming tenants — the filing receipt is part of that machinery. But disclosure at lease-signing is late in the process; the public filing history lets you check before you apply, without being the applicant who has to ask out loud. It reads alongside the building's complaint history — pests included — in the same file.
